Requires all inmates in detention facilities to receive a rapid antigen test for COVID-19 upon entrance into a facility, regardless of the individual’s vaccination status.

Recommends precautions for all youth sports and extracurricular activities, including masking indoors, vaccinations, and regular testing.

Requires businesses and governmental entities with personnel who are home health care workers or pharmacists to require personnel to get tested weekly for COVID-19.

Extends the compliance date for the testing requirements to give employers more time to secure testing arrangements.

Strongly recommends outdoor masking for all students and staff at public, private, parochial and charter schools.
